     - explain the reasons for the noise
     - apologise for the noise
     - describe what action you will take.

I received your letter yesterday but could not write an immediate reply. In the letter, you complained about the noise from my flat and I am so sorry for that.

Actually, I had some relatives and they arrived with their young children. All the kids made noise around the flat. In fact, they were in a festive mood after being together after a long. So, they played, shouted, ran here and there. They created noise that filled surrounding areas.

I am expressing my apologies for the inconvenience you faced. You know this is hard in these days to control the children and they shout whenever their demands are not met. So, I had to allow them moving their own way. And again, seeking an apology from you for the worries you underwent during this time.

And I assure you, I would be careful about such issues in future and will try utmost to prevent such incidents.
